Clearing up the Confusion - Man Who Shot MPD Officer is Killed

A number of news outlets are reporting that the man who shot an MPD officer on Friday also shot a PG County sheriff's deputy before he was shot and killed. While Dorian Ray was the intended recipient of the initial paternity warrant, he was not the shooter. The Washington Post clarifies the situation best:

A Prince George's County sheriff's deputy was shot and seriously wounded early yesterday in a motel room in the Laurel area by a man who had shot a D.C. police officer in the face Friday, authorities said.

Other law enforcement officers in the motel room opened fire and killed the suspect, police said. He was identified last night by Howard County police as Aaron M. Lowry, 31, of Washington.

The Prince George's deputy and several other members of the Capital Area Regional Fugitive Task Force had gone to an EconoLodge in the 9700 block of Route 1 near Laurel about 3:30 p.m. in search of the man who shot the D.C. officer. The man was also wanted on charges of attempted murder and robbery, police said.

They found Lowry in a room at the motel, Howard police said. When he shot at them, they returned fire and killed him, police said.

Lowry apparently came into contact with D.C. police about 1:15 p.m. Friday in the 700 block of Irving Street NE, where members of the task force had gone to serve a paternity support warrant on another man, according to a police account.

The task force members saw someone who appeared to match the description of the man they were seeking, police said. As officers approached, Lowry pulled out a gun and fired three times, grazing Duncan in the face, authorities said. They said the officers did not fire back.

The gunman ran and was last seen heading south on Eighth Street NE, Lanier said. Police officers and marshals swarmed the area, which includes Catholic University, and helicopters hovered. Lanier said she extended the shifts of some officers who would have finished their days at 3 p.m.

During the search, police said they found the man wanted in the paternity warrant and took him into custody. He was identified as Dorian M. Ray, 36, of the 600 block of Hamlin Street NE. Ray was not charged in the D.C. officer's shooting.

MPD Officer Shot in NE; Police Searching Near Brookland and Brentwood Metro Stations

**UPDATE** The suspect, 36-year-old Dorian Maurice Ray, has been taken into custody. Ray was being served a paternity warrant when he allegedly shot 37-year-old detective Antonio Duncan, a 14-year-veteran of the Capitol Area Regional Fugitive Task Force, a U.S. marshal-led task force.

Both Fox5 and NBC4 are reporting the incident:

D.C. police said they are investigating a shooting involving an officer.

Sources told News4 the officer suffered a graze wound to his face in the 700 block of Irving Street in Northeast. There was no word on what the officer was doing when the shooting occurred.

A priest told News4 that he heard three shots and saw the officer on the ground when he went outside. The priest said he was surprised the wound wasn't more serious because it was a close-range shooting.

Police said the gunman was a black man standing 6 feet 5 inches tall, weighing 200 pounds, wearing blue jeans and carrying a black backpack.

The man fled down Eighth Street and was last seen running toward the Brookland Metro Station, police said. Trains were stopped as officers from D.C. police and Metro Transit Police searched the station and tracks for the shooter.

The officer was taken to an area hospital for treatment.

An intensive manhunt is underway after a D.C. Police detective was shot in a neighborhood near Catholic University, D.C. Police say.
D.C. Police say the detective was grazed on the side of his face by a bullet after a man opened fire around 1:20 p.m. Friday.

The shooting occurred in the 3100 block of 7th Street in Northeast, near Catholic and Trinity universities.

The detective is a member of the Capitol Area Regional Fugitive Task Force, a U.S. marshal-led task force.

The task force was in the area serving arrest warrants, but it's not clear whether the shooter was wanted by police or just opened fire when he saw the officers.

The suspect is still on the loose and considered armed and dangerous.

He is described as a light complexioned black man, about 36 years old with light facial hair. He is 5 feet, 8 inches tall, and weighs about 160 pounds and was carrying a black backpack.

Police say the detective is expected to be released from the hospital later Friday.

The suspect was last seen fleeing on the railroad tracks east of Catholic University, according to a message on Catholic University's Web site.

Earlier, Catholic University students in the Spellman and Conaty residence halls - the buildings closest to the shooting - were informed to stay in their buildings, but the alert has been lifted.

The university is not on lockdown and there is no evidence to suggest the gunman is anywhere near campus.

17-Year-Old Arrested for Rhode Island Avenue Homicide

On Thursday, January 10, 2008, at approximately 11:30 am, a homicide was closed with the arrest of a 17-year-old District youth. His name is being withheld at this time because of his age. He has been charged with Murder Two while Armed. This case remains under active investigation and more arrests are possible.

On Tuesday, January 8, 2008, at approximately 9:25 pm, police were called to a D.C. Fire Department Engine Company located in the 1300 block of Brentwood Road, NE to investigate the report of three male shooting victims. Upon arrival, officers determined that three teenage victims reportedly had been shot a short time earlier while in the vicinity of the 1300 block of Rhode Island Avenue, NE and made their way to the firehouse for help. The victims were transported to area hospitals for treatment.

One of the victims died as the result of his injuries. He is identified as 17-year-old Julian Agurs, of the 4900 block of North Capitol Street, NE. He suffered apparent multiple gunshot wounds to the body. The other two victims were transported to an area hospital for treatment of apparent non-life-threatening injuries. Their identities are being withheld because they are witnesses in the case.

The case is under investigation by members of the department’s Violent Crimes Branch. Anyone with information about this case is asked to call 202-727-9099.

The department currently offers a reward of up to $25,000 to anyone who provides information that leads to the arrest and conviction of the person or persons responsible for any homicide committed in the District of Columbia.

3 Boys Found Shot Outside of Engine 26 on RI Avenue - 1 Dead

**UPDATE: The shots were heard at 1300 Brentwood Road NE at about 9:30 p.m....the 17-year-old boy boy shot in the chest has died [NBC4, WUSA9]. Police are on the lookout for a white car, possibly a Kia, that fled the scene.

Three boys were found shot outside the Engine 26 firehouse [1340 Rhode Island Avenue NE] in Northeast DC Tuesday night.

Firemen inside the station say they heard several gunshots and a car speed away before finding the injured boys outside

A 16-year-old was shot multiple times in the back, a 13-year-old was shot once in the foot, and another boy was shot several times in the chest.

Violence Erupts Among Day Laborers in Brentwood; Community Opposes Proposed Multicultural Training & Employment Center

The Washington Times - perhaps because of their NE home base - have been closely following the controversy over the proposed multicultural training and employment center in Brentwood. They recently reported the only mention I've found of a brawl erupting Thursday, September 13th among the day laborers:

Community leaders scheduled a public-safety meeting in a Northeast neighborhood after a bloody clash among a group of Hispanic men that residents said began in an area where day laborers gather looking for work.

As many as 200 mostly Hispanic day laborers congregate each day at a shopping plaza in Brentwood looking to link up with area contractors for jobs....

The incident occurred at about 7:30 p.m. last Thursday, when police found a Hispanic man lying on a sidewalk and bleeding from his head near 10th Street and Rhode Island Avenue in Northeast — only a few hundred feet away from the shopping plaza.

Police said the victim — who was identified only as "John Doe" in police reports — also had a stab wound in the center of his back.

Mr. Chandler said his constituents who live in the area told him the man was assaulted during a fight involving a large group of men that began behind the Bank of America at 915 Rhode Island Ave.

The clash then spilled over from a hill behind the bank onto 10th Street, where [ANC Commissioner Raymond] Chandler said men were "rolling over people's cars" during the fight....

Mr. Chandler and other residents adamantly oppose constructing the center, saying employment services already exist in the area and that city money should not be used to fund a center for day laborers, many of whom are illegal aliens.

The incident caused Mr. Chandler to organize a public-safety meeting for community residents and businesses to voice their concerns to police.

The meeting is scheduled for 7 p.m. on Oct. 9 at Isle of Patmos Baptist Church [1216 Saratoga Avenue NE/1200 Isle of Patmos Plaza NE] in Northeast.

The same day they also ran one of Tom Knott's "insightful" columns, where law-abiding citizens get screwed at the expense of "lawbreakers":

The good folks of Brentwood have made it clear to D.C. Council member Harry Thomas Jr. that they do not want a day-laborer center in a Northeast shopping center on Rhode Island Avenue....

But Mr. Thomas, Ward 5 Democrat, presses forward, because he thinks on a higher plane than the good folks of Brentwood. He knows many of the day laborers are illegal aliens, and he knows many of them urinate and defecate on the properties belonging to the good folks of Brentwood, and he knows that if impotent lawmakers at all levels of government merely enforced the existing laws, there would be no illegal-alien mess in this nation....

But our lawmakers, who purport to be in the public-service business, are not heeding the words of those who elect them to office. Mr. Thomas is not unlike so many other legislators at the local, state and federal levels. He blames the illegal-alien problem on some other part of the bureaucracy. He is merely trying to address a situation in the Home Depot parking lot, even if he is dead wrong, even if his constituents in Ward 5 do not want public funds being spent on an illegal-alien center....

I could hang out at the day-laborer center and read Spanish-language materials. And if anyone ever objected to my illegal existence, I would shout racism and bigotry, because that always works, especially around pathetic, whiny white people who have this profound sense of guilt.

Our useless lawmakers on both sides of the aisle are showering our dollars on illegal aliens, who turn around and wave the silly-looking flag of their country. Sorry. I forgot how it works. If they wave the flag of the country they abandoned, it is called pride. If Americans wave their flag, it is called jingoism.

Mr. Thomas undoubtedly expects the legal residents of the city to follow every last law. But there he is ready to reward lawbreakers. While he is at it, he might as well appropriate more of our tax money to equip the illegal-alien center with a health spa.

It is crazy.

600-Pound Man Found Dead In Brentwood Apartment

Wow, I wonder if he had any immediate family or was isolated...from NBC4:

A 600-pound man was found dead inside his apartment in Washington Wednesday morning.

D.C. fire said they will have to use a crane to remove him from his apartment in the 1300 block of Adams Street in Northeast.

The cause of death is unknown.

Two Teens Shoot in Brentwood Overnight

From NBC4:

D.C. police are investigating a double shooting in Northeast.

Authorities said the shooting happened in the 1200 block of Brentwood Road at about 10 p.m.

Many people were hanging out in the courtyard, including two male teens, a 14-year-old and a 19-year-old, who were playing with boxing gloves, when three people in hoods walked up and opened fire, hitting the teens, News4's Pat Collins reported.

Police said the victims were struck in their stomachs.

Both were taken to a hospital in serious condition. Both are expected to survive.

There's been no word on a suspect or possible motive in the case.

People who live at the complex said violence is not unusual there.

The Center will offer a wide range of classes, ranging from language immersion to financial literacy and assistance with preparing local and federal income taxes. The Center will also have services geared toward manual laborers, including those seeking work from contractors at the Home Depot site.

Community: The Center will include local labor and community organizations like Israel Baptist Church's Facing It Together (FIT) Academy as partners. The FIT Academy is a neighborhood-based organization with a track record of providing residents of Brentwood, Edgewood, and Montana Terrace with job training and readiness skills. In the past year, the program has placed more than 30 individuals in jobs. By linking with local labor and community organizations and leveraging their program successes, the Center will bring effective employment and job training services to Ward 5 residents and other under-served groups.

NE DC Historical Society Meeting: Rhode Island Avenue Corridor - Sunday, August 12th

Two Decade Fight Over Waste Transfer Station in Brentwood

For nearly two decades, Ruth J. Wilson and other activists in Brentwood have asked the District to close the trash transfer station at 1220 W Street, NE.

Opponents of the trash transfer station say it represents "environmental racism" against the mostly black, working-class neighborhood in which it is located.

Rhode Island Avenue Robbery Suspect Sought

Why did this take 6 days to become public?

From MPD:

On Saturday, May 12, 2007, at approximately 10:47 pm, a woman was utilizing a drive-thru ATM at the Bank of America, located at 915 Rhode Island Avenue, NE [by the Home Depot/Rhode Island Avenue Metro], when she was suddenly approached by a lone male subject who grabbed the money that she had just withdrawn. The subject then entered the victim’s vehicle and made the woman withdraw more money from the ATM. Upon obtaining the additional money the subject made good his escape. The victim in this case was apparently uninjured.

The suspect in this case is described as a dark complexioned black male, possibly in his 40s, 6'0" tall, with brown eyes and black hair. He is further described as last seen wearing a gray sweatshirt with a hood and light colored jeans.

This case is under investigation by detectives from the department’s Fifth District. Anyone with information about this case is asked to call police at (202) 727-9099.

The Metropolitan Police Department currently offers a reward of up to $10,000 to anyone who provides information that leads to the arrest and conviction of the person(s) responsible for any robbery committed in the District of Columbia.

Thomas Requests $400,000 for Proposed Labor Site at Home Depot

A D.C. Council member is requesting $400,000 in city funds to put a day-laborer center in a Northeast shopping center. But it is unclear whether city officials will check the immigration status of the mostly Hispanic job-seekers that congregate at the site.

About 200 workers, many of whom are Hispanic day laborers, wait for work each day outside the Home Depot store at 901 Rhode Island Ave. NE, said council member Harry Thomas Jr., Ward 5 Democrat.

Mr. Thomas proposed building the center after neighbors complained about loitering and public urination in the area.

....

Mr. Thomas said he hopes to place a temporary "multicultural and training-based center" on land owned by Home Depot in the shopping center by next month. The council member's long-term goal is to begin building a permanent center in the plaza by the end of the year.

Ron DeFeo, a spokesman for Home Depot, said discussions are ongoing and that the national chain has cooperated with other projects in the past to help solve similar problems. Often the day laborers gather to appeal to the contractors and homeowners who frequent the home-improvement store.

The permanent structure would sit on land owned by both Home Depot and the District and would hopefully be paid for with private funds, Mr. Thomas said.

The site would not be a "day-laborer" center but also would serve local residents seeking work, he said.

Three men were stabbed - two died - last year in a day-laborer scuffle. I would imagine the developers working on the Rhode Island Avenue/Brentwood Metro redesign will weigh in on this idea.

Homicide in the 1300 Block of Saratoga Avenue, NE

On Monday, April 23, 2007, at approximately 3:44 am, police were called to the 1300 block of Saratoga Avenue, NE, for the report of a shooting. Upon arrival police located 20-year-old Delonte Marshall, of the 1500 block of 45th Street, NE, suffering from an apparent gunshot wound to the neck. He was transported to the Washington Hospital Center’s MedStar Unit and admitted in serous condition.

On Monday, April 24, 2007, Delonte Marshall succumbed to his injury and was pronounced dead.

The case is under investigation by members of the department’s Violent Crimes Branch. Anyone with information about this case is asked to call police at 202.727.9099.

Rhode Island Avenue-Brentwood Metro Redevelopment Update

DCmud has an update on the proposed development coming to the Rhode Island Avenue-Brentwood Metro. If we're lucky, it will block the views of the Rhode Island Place (or RIP - my household's pet name) and perhaps even spur the management to take better care of it. Better yet, I hope it creates a clamor in the Ward 5 community to demand urban-style, pedestrian-friendly, dense development rather than suburban-style strip malls floating in seas of asphalt.
