Clearing up the Confusion - Man Who Shot MPD Officer is Killed

A number of news outlets are reporting that the man who shot an MPD officer on Friday also shot a PG County sheriff's deputy before he was shot and killed. While Dorian Ray was the intended recipient of the initial paternity warrant, he was not the shooter. The Washington Post clarifies the situation best:
A Prince George's County sheriff's deputy was shot and seriously wounded early yesterday in a motel room in the Laurel area by a man who had shot a D.C. police officer in the face Friday, authorities said.

Other law enforcement officers in the motel room opened fire and killed the suspect, police said. He was identified last night by Howard County police as Aaron M. Lowry, 31, of Washington.

....

The Prince George's deputy and several other members of the Capital Area Regional Fugitive Task Force had gone to an EconoLodge in the 9700 block of Route 1 near Laurel about 3:30 p.m. in search of the man who shot the D.C. officer. The man was also wanted on charges of attempted murder and robbery, police said.

They found Lowry in a room at the motel, Howard police said. When he shot at them, they returned fire and killed him, police said.

....

Lowry apparently came into contact with D.C. police about 1:15 p.m. Friday in the 700 block of Irving Street NE, where members of the task force had gone to serve a paternity support warrant on another man, according to a police account.

The task force members saw someone who appeared to match the description of the man they were seeking, police said. As officers approached, Lowry pulled out a gun and fired three times, grazing Duncan in the face, authorities said. They said the officers did not fire back.

....

The gunman ran and was last seen heading south on Eighth Street NE, Lanier said. Police officers and marshals swarmed the area, which includes Catholic University, and helicopters hovered. Lanier said she extended the shifts of some officers who would have finished their days at 3 p.m.

During the search, police said they found the man wanted in the paternity warrant and took him into custody. He was identified as Dorian M. Ray, 36, of the 600 block of Hamlin Street NE. Ray was not charged in the D.C. officer's shooting.

MPD Officer Shot in NE; Police Searching Near Brookland and Brentwood Metro Stations

**UPDATE** The suspect, 36-year-old Dorian Maurice Ray, has been taken into custody. Ray was being served a paternity warrant when he allegedly shot 37-year-old detective Antonio Duncan, a 14-year-veteran of the Capitol Area Regional Fugitive Task Force, a U.S. marshal-led task force.

Both Fox5 and NBC4 are reporting the incident:
D.C. police said they are investigating a shooting involving an officer.

Sources told News4 the officer suffered a graze wound to his face in the 700 block of Irving Street in Northeast. There was no word on what the officer was doing when the shooting occurred.

A priest told News4 that he heard three shots and saw the officer on the ground when he went outside. The priest said he was surprised the wound wasn't more serious because it was a close-range shooting.

Police said the gunman was a black man standing 6 feet 5 inches tall, weighing 200 pounds, wearing blue jeans and carrying a black backpack.

The man fled down Eighth Street and was last seen running toward the Brookland Metro Station, police said. Trains were stopped as officers from D.C. police and Metro Transit Police searched the station and tracks for the shooter.

The officer was taken to an area hospital for treatment.

More from WTOP:
An intensive manhunt is underway after a D.C. Police detective was shot in a neighborhood near Catholic University, D.C. Police say.
D.C. Police say the detective was grazed on the side of his face by a bullet after a man opened fire around 1:20 p.m. Friday.

The shooting occurred in the 3100 block of 7th Street in Northeast, near Catholic and Trinity universities.

The detective is a member of the Capitol Area Regional Fugitive Task Force, a U.S. marshal-led task force.

The task force was in the area serving arrest warrants, but it's not clear whether the shooter was wanted by police or just opened fire when he saw the officers.

The suspect is still on the loose and considered armed and dangerous.

He is described as a light complexioned black man, about 36 years old with light facial hair. He is 5 feet, 8 inches tall, and weighs about 160 pounds and was carrying a black backpack.

Police say the detective is expected to be released from the hospital later Friday.

The suspect was last seen fleeing on the railroad tracks east of Catholic University, according to a message on Catholic University's Web site.

Earlier, Catholic University students in the Spellman and Conaty residence halls - the buildings closest to the shooting - were informed to stay in their buildings, but the alert has been lifted.

The university is not on lockdown and there is no evidence to suggest the gunman is anywhere near campus.

Almost 40 employees of the D.C. Public Library system -- about 10 percent of the workforce -- will be leaving their jobs in early January as part of what officials describe as a plan to "transform" the beleaguered system and rejuvenate its personnel.
The group leaving includes the head librarians of seven of the District's 27 libraries.
The head librarians at the Mount Pleasant, Petworth and Woodridge branches were fired, along with five subject specialists at the central Martin Luther King Jr. Memorial Library. The eight were let go "without cause" on Nov. 29 or 30, officials said. They were placed on paid administrative leave through Dec. 31, then accompanied to their desks to retrieve their belongings and escorted out the door.

Edgewood's Beacon House Falcons Headed to Pop Warner Super Bowl this Saturday

Edgewood Terrace's Beacon House Falcons have advanced to the Pop Warner Super Bowl and will play the Tustin Black Cobras for the Pee Wee Championship this Saturday at Disney's Wide World of Sports Complex. Check out the brackets - the Falcons haven't given up a point yet!

Our thanks to Fannie Mae and NBC4 for sponsoring the trip the team couldn't have otherwise afforded:
Thanks to donations from News4 and a grant from Fannie Mae, the Falcons will be able to go to Orlando.

Fannie Mae awarded a $100,000 grant to the Boys & Girls Clubs of Greater Washington to send the Falcons to compete in the pee wee division. The grant also allows 2006 midget division champs, the Marshall Heights Bison, to defend their title.

Last year, the Fannie Mae Foundation donated $30,000 so Marshall Heights could make the trip.

We should be extremely proud of our teams...not only for making it to the National Championships, but also considering that Pop Warner is the only youth sports organization with an academic requirement.

You can watch video of the Falcons here.

Ward 5 Community Workshop on Proposed Multicultural Training & Employment Center - Saturday, September 8th

What: Attend this workshop and share your thoughts on the need for an inclusive job readiness, training, and employment center located in Ward 5 in close proximity to Home Depot.

When: Saturday, September 8th, 9-11:30 a.m.

Where: Noyes Elementary School, 2725 10th Street NE

Etc.: For additional information contact the Ward 5 Council office at 202.724.8028

From Councilman Thomas:
WARD 5 MULTICULTURAL TRAINING AND EMPLOYMENT CENTER FACT SHEET

What it is: The Center will be an inclusive training, career, and employment center that will provide a range of services to Ward 5 residents—particularly the residents of Brentwood, Edgewood, and Montana Terrace—and other under-served groups.

Why it’s needed: The Brentwood, Edgewood, and Montana Terrace neighborhoods traditionally have had high rates of unemployment. On average, one in 10 adults in these neighborhoods are unemployed. A Center that addresses employment and training needs is greatly needed for these neighborhoods. An organized system linking contractors and individuals seeking work from contractors at the Home Depot site is also needed.

What it will do: The core mission of the Center will be to provide comprehensive employment and training services to residents of the adjacent Ward 5 neighborhoods and other under-served groups. The Center will offer a wide range of classes, ranging from language immersion to financial literacy and assistance with preparing local and federal income taxes. The Center will also have services geared toward manual laborers, including those seeking work from contractors at the Home Depot site.

Community: The Center will include local labor and community organizations like Israel Baptist Church's Facing It Together (FIT) Academy as partners. The FIT Academy is a neighborhood-based organization with a track record of providing residents of Brentwood, Edgewood, and Montana Terrace with job training and readiness skills. In the past year, the program has placed more than 30 individuals in jobs. By linking with local labor and community organizations and leveraging their program successes, the Center will bring effective employment and job training services to Ward 5 residents and other under-served groups.

A national model: The Center envisioned for Ward 5 has the potential to be a national model showcasing how employment and training services focusing on African-Americans, Latinos, and any other under-served group can be incorporated together in a single, inclusive facility. The Center brings job readiness and placement programs directly to the Ward 5 neighborhoods that need them the most.

1 Suspect Arrested in Last Week's Edgewood Terrace Shootings; Police Search for Another

Police are still looking for a second suspect in the shooting that wounded seven - including three children. From MPD:
Police Chief Cathy L. Lanier announced today that an arrest has been made in connection with the July 28, 2007 shootings at 625 Edgewood Street, NE. Seven people were wounded, including three children, when at least two men fired into a group. None of the injuries was life threatening

A warrant was issued for 23-year-old Marquette Dugar, of the 600 block of Edgewood Street, NE. He has been charged with Assault With a Dangerous Weapon in connection with the shootings. At approximately 10:20 this morning, Monday, August 6, 2007, Mr. Dugar surrendered himself to detectives at the department's Fifth District located at 1805 Bladensburg Road, NE.

Immediately after the shootings, Chief Lanier increased foot, horse-mounted and canine patrols. "Today's arrest was due to the hard work of detectives who are piecing together clues and continue to canvass the neighborhood. As always, we count on residents to come forward with any information they have."

Fifth District detectives are continuing their investigation in an effort to identify and locate any other person or persons in connection with this case. Anyone with information about this case is asked to call police at (202) 727-9099 or the department's Crime Solvers Unit at 1-800-673-2777.

If a caller provides information through Crime Solvers that leads to an arrest and indictment, he/she will be eligible for a reward of up to $1,000.

Beef or no beef? You decide:
Lanier and others declined to say whether there is an ongoing rivalry within the neighborhood, though residents say they hear gunfire most nights.

The night before the shooting, there was so much gunplay in Edgewood Terrace that "it was like Iraq," said Karlyn Jones, 52, who has lived in the neighborhood since 1999. Asked how often she hears bullets, Jones replied, "If I get one free night, I'm doing good."

Cmdr. Jennifer Greene, who heads the 5th Police District, said residents in the housing complex tend to identify themselves by which building they live in -- 601 or 611 Edgewood St. But she said she has not seen prolonged internal tension between them.

Ward 5 Education Town Hall Meeting - Thursday, August 2nd

I've been out of town for a few days and am just catching up on the news....I'm aware of the shooting at Edgewood Terrace that left 7 wounded (where we seem to need "all hands on deck" at all times, not just on special occassions) and the off-duty firefighter who was shot and carjacked. Both of these incidents suck, and August is just beginning.

Edgewood Terrace Shooting - One Teen and One Adult Wounded

From NBC4:
In the midst of a crime emergency, a 14-year-old boy is one of two people shot overnight in northeast Washington.

D.C. police said officers were called to the 600 block of Edgewood Terrace shortly before 12:30 a.m. Officers said a group of people had gathered in the courtyard area of the Edgewood Terrace Apartments when an armed person began shooting.

"There were several people in the courtyard and a subject walked up with at least one weapon, opened fire and struck two individuals," said D.C. police officer Willie Smith. "One juvenile and one adult male was struck and both were taken to hospitals with non-life-threatening injuries."

Authorities said the two victims are in stable condition. Police said they have yet to establish a motive for the shootings, which happened just days before an alternative curfew takes effect for anyone under the age of 16.

The new curfew hours are from 10 p.m. until 6 a.m. and start July 31, but there are some exemptions.

Teens under 16 will be exempt if they are with a parent, guardian or a person over the age of 21, if they are on an errand for a parent or guardian, if they are attending a school or church event and if they are going to or returning from work.

The alternate curfew expires Aug. 31.

Just two hours earlier, 17-year-old Ronnie Garner died after being shot in the head Monday morning. Two homicides in less than 24 hours; two teens shot in less than 24 hours....Will the curfew really make a difference?

H Street CDC Development at 4th and Rhode Island Avenue, NE

On the Bloomingdale Blog, I came across some info on the Truxton Circle site about the H Street CDC's proposed development at 4th and Rhode Island, NE.

I highly recommend the Truxton Circle site, even if you don't live in the immediate neighborhood - it has a great collection of resources, including links, stories and articles, an events calendar, and community resources. For members (you simply need to create a free account) there are discussion boards and a daily e-mail update. I'm sure I'm missing some details, since I've just started navigating the site myself, but what a wonderful community tool!

Greater Brookland Business Association, Inc. Monthly Meeting Wednesday, February 22nd

What: The Greater Brookland Business Association, Inc. (GBBA) Monthly Meeting

When: Wednesday, February 22nd, 2006 at 6:30pm

Where: Ryan's Funeral Home on 12th Street, NE

Agenda: (taken nearly verbatim from a posting on the Brookland Listserv) This meeting is of particular interest for DC businesses as Mid-City Urban Development, the developer of the planned $100 million Rhode Island Metro project, is expected to make a presentation to the group.

From the GBBA:
The position of the GBBA is to impress upon this and other developers that most of the good and services they will need to build the project and to operate it after it is built are available right here from DC businesses. Most often, development projects are built with no DC businesses involved but with plenty of DC tax dollars. We are interested in:

1) making sure developers are aware of good and services available locally,

2) making the DC Council, ANCs, and other approving entities require participation of DC businesses as a condition of their approval, and

3) making it known that DC Residents and Businesses are active in the success or failure of development projects in DC.

Plan to attend and find out what is proposed and how, as a DC based business, you can participate in this and other development projects. You will also meet many of the other business owners in the Greater Brookland Area. A good turnout will also impress on the developers, DC Council Members, and ANC Commissioners that the Brookland area residents and businesses are involved, and care about what projects get approved in our area.

Unfortunately I can't make it to this one - I'll be trying to make it to the ANC-5A meeting the same night. My assumption is that the 5A Commissioners will be at their own meeting, rather than this one. This meeting should also be of great interest to residents of Edgewood, Eckington, Brentwood, and Bloomingdale.
